The Public Law Branch at the College of Law at the University of Baghdad held a symposium entitled (The rule of not allocating revenues in the general budget and the exceptions contained therein). The session was chaired by Dr. Sari Harith Abdul Karim and delivered by the lecturer in the Public Law Branch, Dr. Ban Salah Abdul Qadir Al-Salihi, and in the presence of a number of teachers and staff of The college on Monday 05/08/2023 at the model courtroom in the college.
The symposium aims to know the common rule of the budget, which is one of the basic rules set by traditional jurists, and the allocation of public loans as an exceptional revenue, as well as the allocation of revenues to the oil-producing governorates, as well as the allocation of revenues such as some fees for reconstruction campaigns.
The symposium included several axes, the most important of which was identifying the common rule of the budget, the rule of allocating revenues in the budget.
The symposium came out with several recommendations, including activating administrative and financial control over the allocated revenues, defining the allocated revenues and amounts through clear and transparent mechanisms, as well as activating the mechanisms of transparency when executing the expenditures for the allocated revenues.
