The College of Law \u2013 University of Baghdad discussed the Master\u2019s thesis entitled \u201cThe Administration\u2019s Duty to Protect Livestock Resources in Iraq: A Comparative Study,\u201d submitted by the student Huda Ali Abbas, at the Public Law Department, on Wednesday, July 29, 2026, in the College\u2019s Virtual Court Hall.<\/span><\/strong><\/p>\n

The examination committee consisted of:<\/span><\/strong><\/p>\n

    \n
  1. Prof. Dr. Mahmoud Khalil Khudair (Chairman)<\/span><\/strong><\/li>\n
  2. Asst. Prof. Dr. Ahmed Hossam Mohammed (Member)<\/span><\/strong><\/li>\n
  3. Asst. Prof. Dr. Saif Alaa Hussein (Member)<\/span><\/strong><\/li>\n
  4. Asst. Prof. Dr. Taghreed Mohammed Qadouri (Member and Supervisor)<\/span><\/strong><\/li>\n<\/ol>\n

    The thesis aimed to explain the legal framework governing the administration\u2019s duty to protect livestock resources in Iraq, clarify their importance and the legislative regulations governing their protection, and analyze the adequacy of Iraqi legislation in achieving such protection in comparison with Egypt and the United Arab Emirates.<\/span><\/strong><\/p>\n

    The thesis consisted of three chapters. The first chapter addressed the legal foundations of the administration\u2019s duty to protect livestock resources. The second chapter examined the administrative authorities responsible for protecting livestock resources, while the third chapter addressed the procedures undertaken by the competent administrative authorities for their protection.<\/span><\/strong><\/p>\n

    The thesis concluded with several recommendations, the most important of which are:<\/span><\/strong><\/p>\n

      \n
    1. The Iraqi legislature should enact a unified law governing the protection of livestock resources in their various aspects in a manner that facilitates its application and reference, under the title \u201cLivestock Resources Protection Law.\u201d This law should incorporate all legislation concerned with protecting livestock resources, following an approach similar to that adopted by the Egyptian legislature in the Ministry of Agriculture Law.<\/span><\/strong><\/li>\n
    2. The Iraqi Ministry of Finance should provide adequate financial allocations and employment positions for the appointment of veterinarians, as the livestock sector cannot develop without qualified veterinary personnel in veterinary clinics or the Ministry of Agriculture. This should be achieved through the implementation of the amended Veterinary Medical Career Progression Law No. 138 of 1980.<\/span><\/strong><\/li>\n
    3. \n

      The Iraqi legislature should amend the provisions of Article 35(Second) of the Animal Health Law to ensure the participation of the Iraqi Veterinary Medical Association in drafting instructions concerning the health requirements that must be met in private veterinary health activities.<\/span><\/strong><\/p>\n<\/li>\n<\/ol>\n
