The thesis defense took place on Sunday, 8 February 2026, at the Conference Hall of the College.<\/span><\/h3>\n<h3 style=\"text-align: justify;\"><span style=\"color: #000000;\">Examination Committee<\/span><\/h3>\n<h3 style=\"text-align: justify;\"><span style=\"color: #000000;\">1.Prof. Dr. Walid Mirza Hamza \u2013 Chair<\/span><\/h3>\n<h3 style=\"text-align: justify;\"><span style=\"color: #000000;\">2.Prof. Dr. Fawaz Khalaf Dhaher \u2013 Member<\/span><\/h3>\n<h3 style=\"text-align: justify;\"><span style=\"color: #000000;\">3.Assist. Prof. Dr. Ammar Fawzi Kadhim \u2013 Member<\/span><\/h3>\n<h3 style=\"text-align: justify;\"><span style=\"color: #000000;\">4.Assist. Prof. Dr. Taghreed Mohammed Qadoori \u2013 Member and Supervisor<\/span><\/h3>\n<h3 style=\"text-align: justify;\"><\/h3>\n<h3 style=\"text-align: justify;\"><span style=\"color: #000000;\">Aim of the Thesis<\/span><\/h3>\n<h3 style=\"text-align: justify;\"><span style=\"color: #000000;\">The thesis aimed to provide a comprehensive study of the main concepts and theories related to financial and administrative oversight of public and private universities. This was achieved through analyzing the laws and regulations governing their work and presenting selected audit reports of the Federal Board of Supreme Audit on both public and private universities, based on the principles of transparency and disclosure.<\/span><\/h3>\n<h3 style=\"text-align: justify;\"><\/h3>\n<h3 style=\"text-align: justify;\"><span style=\"color: #000000;\">Structure of the Thesis<\/span><\/h3>\n<h3 style=\"text-align: justify;\"><span style=\"color: #000000;\">The thesis consisted of two chapters:<\/span><\/h3>\n<h3 style=\"text-align: justify;\"><span style=\"color: #000000;\">\u2022Chapter One: The concept of financial and administrative oversight of university performance<\/span><\/h3>\n<h3 style=\"text-align: justify;\"><span style=\"color: #000000;\">\u2022Chapter Two: External bodies responsible for financial and administrative oversight of university performance and the scope of their work<\/span><\/h3>\n<h3 style=\"text-align: justify;\"><\/h3>\n<h3 style=\"text-align: justify;\"><span style=\"color: #000000;\">Recommendations<\/span><\/h3>\n<h3 style=\"text-align: justify;\"><span style=\"color: #000000;\">The thesis concluded with several important recommendations:<\/span><\/h3>\n<h3 style=\"text-align: justify;\"><span style=\"color: #000000;\">1.It proposed that the Iraqi legislator amend both the Federal Board of Supreme Audit Law No. 31 of 2011 and the Integrity and Illicit Gain Commission Law No. 30 of 2011 by replacing the phrase \u201cOffices of Inspectors General\u201d with \u201cInternal Audit and Oversight Directorates\u201d wherever it appears in these laws.<\/span><\/h3>\n<h3 style=\"text-align: justify;\"><span style=\"color: #000000;\">2.It recommended that the Iraqi legislator in the Kurdistan Region include a provision in the Regional Board of Supreme Audit Law clarifying the relationship between the regional board and the Federal Board of Supreme Audit, in order to unify legislation at the federal level in Iraq.<\/span><\/h3>\n<h3 style=\"text-align: justify;\"><span style=\"color: #000000;\">3.It proposed that the Ministry of Higher Education and relevant authorities increase financial allocations when preparing the state budget, particularly for public universities.<\/span><\/h3>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column]<div id=\"cz_16412\" class=\"cz_grid_p cz_16412\"><div class=\"cz_grid cz_grid_1 clr cz_grid_c2 cz_grid_1_no_title cz_grid_1_mid tac\"><div class=\"cz_grid_item cz_grid_first\"><\/div><div class=\"cz_grid_item \"><div data-title=\"jk2\"><a class=\"cz_grid_link \" href=\"https:\/\/en.colaw.uobaghdad.edu.iq\/wp-content\/uploads\/sites\/73\/2026\/02\/jk2.jpeg\" data-xtra-lightbox><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"500\" src=\"https:\/\/en.colaw.uobaghdad.edu.iq\/wp-content\/uploads\/sites\/73\/2026\/02\/jk2-600x500.jpeg\" class=\"attachment-codevz_600_600\" alt=\"\" title=\"jk2\" \/><div class=\"cz_grid_details\"><i class=\"fa fa-search cz_grid_icon\"><\/i><\/div><\/a><\/div><\/div><div class=\"cz_grid_item \"><div data-title=\"jk3\"><a class=\"cz_grid_link \" href=\"https:\/\/en.colaw.uobaghdad.edu.iq\/wp-content\/uploads\/sites\/73\/2026\/02\/jk3.jpeg\" data-xtra-lightbox><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"500\" src=\"https:\/\/en.colaw.uobaghdad.edu.iq\/wp-content\/uploads\/sites\/73\/2026\/02\/jk3-600x500.jpeg\" class=\"attachment-codevz_600_600\" alt=\"\" title=\"jk3\" \/><div class=\"cz_grid_details\"><i class=\"fa fa-search cz_grid_icon\"><\/i><\/div><\/a><\/div><\/div><\/div><\/div>[\/vc_column][\/vc_row]<\/p>\n<\/div>","protected":false},"excerpt":{"rendered":"<p>[vc_row][vc_column][vc_column_text] The College of Law \u2013 University of Baghdad discussed a Master\u2019s thesis entitled: \u201cLegal Mechanisms for Activating the Role &#8230; <a class=\"cz_readmore cz_readmore_no_icon\" href=\"https:\/\/en.colaw.uobaghdad.edu.iq\/?p=9372\"><span>more<\/span><\/a><\/p>\n","protected":false},"author":205,"featured_media":9374,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_lmt_disableupdate":"","_lmt_disable":"","footnotes":""},"categories":[3,5],"tags":[],"class_list":["post-9372","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-latest-news","category-public"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v25.8 -
