College of Law \u2013 University of Baghdad Organizes a Workshop on Methods for Detecting Fraud and Deception in Government Contracts<\/span><\/strong><\/p>\n

The Continuing Education Unit at the College of Law \u2013 University of Baghdad organized, on Monday, 24 November 2025, a workshop entitled:<\/span><\/strong>
\u201cMethods for Detecting Fraud and Deception in Government Contracts,\u201d presented by Asst. Prof. Dr. Muhammad Ahmed Issa and Asst. Lecturer Ahmed Amer Abdul Amir.<\/span><\/strong><\/p>\n

The workshop aimed to enhance legal and administrative awareness of the risks of fraud and deception in government contracts, highlighting their negative impact on public funds and government institutions. It also focused on identifying the main forms and methods of fraud, reviewing preventive and monitoring measures to detect it, and emphasizing the importance of strengthening cooperation with oversight bodies and institutions.<\/span><\/strong><\/p>\n

The workshop discussed the following main topics:<\/span><\/strong><\/p>\n

    \n
  1. \n

    Definition and nature of government contracts.<\/span><\/strong><\/p>\n<\/li>\n

  2. \n

    Key methods and techniques of fraud and deception in the context of government contracts.<\/span><\/strong><\/p>\n<\/li>\n

  3. \n

    The legislative stance regarding these unlawful practices.<\/span><\/strong><\/p>\n<\/li>\n

  4. \n

    Types of contracts prone to fraud, timing of occurrence, and different forms of fraud.<\/span><\/strong><\/p>\n<\/li>\n<\/ol>\n

    At the conclusion of the workshop, several recommendations were issued, most notably:<\/span><\/strong><\/p>\n

      \n
    1. \n

      The need for legislative amendments to close legal gaps in combating fraud and deception.<\/span><\/strong><\/p>\n<\/li>\n

    2. \n

      Developing technical methods for early detection of suspected fraud.<\/span><\/strong><\/p>\n<\/li>\n

    3. \n

      Enhancing the skills and efficiency of employees working in government contracts.<\/span><\/strong><\/p>\n<\/li>\n

    4. \n

      Keeping abreast of international developments in fraud prevention to benefit from the experiences of advanced countries.<\/span><\/strong><\/p>\n<\/li>\n<\/ol>\n
