{"id":8473,"date":"2025-11-08T20:12:04","date_gmt":"2025-11-08T20:12:04","guid":{"rendered":"https:\/\/en.colaw.uobaghdad.edu.iq\/?p=8473"},"modified":"2025-11-08T20:12:04","modified_gmt":"2025-11-08T20:12:04","slug":"the-college-of-law-discusses-a-dissertation-on-legislative-problems-of-the-final-account-and-their-impact-on-achieving-financial-sustainability","status":"publish","type":"post","link":"https:\/\/en.colaw.uobaghdad.edu.iq\/?p=8473","title":{"rendered":"The College of Law discusses a dissertation on \u201cLegislative Problems of the Final Account and Their Impact on Achieving Financial Sustainability.\u201d"},"content":{"rendered":"<div class=\"wpb-content-wrapper\"><p>[vc_row][vc_column][vc_column_text]<\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"font-size: 18px;\">The College of Law \u2013 University of Baghdad examined the doctoral dissertation titled <em>\u201cLegislative Problems of the Final Account and Their Impact on Achieving Financial Sustainability: Iraq as a Model\u201d<\/em> by Rawa Kati Masaad in the Public Law on Sunday, November 2, 2025, at the college\u2019s conference hall.<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"font-size: 18px;\">The examination committee consisted of:<\/span><\/strong><\/p>\n<ul style=\"text-align: justify;\">\n<li><strong><span style=\"font-size: 18px;\">Prof. Dr. Haider Wahab Abboud, Chairman.<\/span><\/strong><\/li>\n<li><strong><span style=\"font-size: 18px;\">Prof. Dr. Maha Bahjat Younis, Member.<\/span><\/strong><\/li>\n<li><strong><span style=\"font-size: 18px;\">Prof. Dr. Sanaa Mohammed Sidkhan, Member.<\/span><\/strong><\/li>\n<li><strong><span style=\"font-size: 18px;\">Prof. Dr. Walid Marzah Hamza, Member.<\/span><\/strong><\/li>\n<li><strong><span style=\"font-size: 18px;\">Assoc. Prof. Dr. Ammar Fawzi Kazem, Member.<\/span><\/strong><\/li>\n<li><strong><span style=\"font-size: 18px;\">Prof. Dr. Mohammed Ulum Mohammed, Member and Supervisor.<\/span><\/strong><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong><span style=\"font-size: 18px;\">The dissertation aimed to demonstrate that the final account no longer functions solely in its traditional role of protecting public funds and eliminating financial corruption, but also serves as a guarantee for sustainable public finance, providing a regulatory mechanism to achieve financial sustainability.<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"font-size: 18px;\">The dissertation was divided into four chapters:<\/span><\/strong><\/p>\n<ol style=\"text-align: justify;\">\n<li><strong><span style=\"font-size: 18px;\">Chapter One: The theoretical framework of the final account, its closure principles, and legal nature.<\/span><\/strong><\/li>\n<li><strong><span style=\"font-size: 18px;\">Chapter Two: The legislative framework for the stages of the final account.<\/span><\/strong><\/li>\n<li><strong><span style=\"font-size: 18px;\">Chapter Three: The practical framework, exploring reasons for the absence of the final account, the effectiveness of its oversight, and its constitutionality.<\/span><\/strong><\/li>\n<li><strong><span style=\"font-size: 18px;\">Chapter Four: Financial sustainability and the impact of legislative problems of the final account on achieving it.<\/span><\/strong><\/li>\n<\/ol>\n<p style=\"text-align: justify;\"><strong><span style=\"font-size: 18px;\">The dissertation concluded with several recommendations, the most important being:<\/span><\/strong><\/p>\n<ol>\n<li style=\"text-align: justify;\"><strong><span style=\"font-size: 18px;\">The necessity to amend Article 110\/Third of the Constitution to make the final account an exclusive competence of the federal authority.<\/span><\/strong><\/li>\n<li>\n<p style=\"text-align: justify;\"><strong><span style=\"font-size: 18px;\">The need to amend the provisions of Article 34 before issuing instructions to facilitate the implementation of the Federal Financial Management Law, to ensure consistency and integration with Articles 21, 22, and 23 of the House of Representatives Law No. 13 of 2018 (amended), as these provisions are well-developed and compliant with the 2005 Constitution of the Republic of Iraq.<\/span><\/strong><\/p>\n<\/li>\n<\/ol>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column]<div id=\"cz_11197\" class=\"cz_grid_p cz_11197\"><div class=\"cz_grid cz_grid_1 clr
