The College of Law at the University of Baghdad discussed a master\u2019s thesis entitled \u201cCivil Liability Arising from Bullying Against Minors\u2014A Comparative Study\u201d by the student Jawad Kazem Rasan, in the Private Law Department, on Thursday, July 31, 2025, in the Virtual Courtroom Hall at the college.<\/strong><\/span><\/div>\n
<\/div>\n
The discussion committee consisted of<\/strong><\/span><\/div>\n
1. Prof. Dr. Jaleel Hassan Beshat (Chairman)<\/strong><\/span><\/div>\n
2. Asst. Prof. Dr. Abbas Sameer Hussein (Member)<\/strong><\/span><\/div>\n
3. Lecturer Dr. Areej Abdul-Sattar Alwan (Member)<\/strong><\/span><\/div>\n
4 . Asst. Prof. Dr. Nisreen Ghanem Hanoun (Member and Supervisor)<\/strong><\/span><\/div>\n
<\/div>\n
The thesis aimed to shed light on the legal basis of civil liability resulting from acts of bullying committed against minors, and to assess the adequacy of comparative legislation in ensuring the protection of this vulnerable group from the psychological, physical, and social harm caused by such behavior, especially in light of the increasing incidence of bullying in digital and school environments.<\/strong><\/span><\/div>\n
<\/div>\n
The thesis was divided into three chapters: the first addressed the nature of bullying against minors; the second examined the causes and effects of bullying and the elements of civil liability arising from it; and the third discussed the consequences of establishing civil liability and compensating for damages resulting from bullying.<\/strong><\/span><\/div>\n
<\/div>\n
The thesis concluded with several recommendations, the most notable of which are:<\/strong><\/span><\/div>\n
1.The necessity of incorporating clear provisions in legislation that explicitly criminalize bullying, regulate the elements of civil liability arising from it, and ensure mechanisms for compensating the minor victim.<\/strong><\/span><\/div>\n
2.Holding educational institutions and guardians partially legally responsible when bullying occurs under their supervision, and activating their preventive and educational roles in addressing this issue.\u00a0<\/strong><\/span><\/div>\n
