The College of Law at the University of Baghdad discussed a Master\u2019s thesis entitled \u201cCriminal Liability for Leaking Examination Questions \u2013 A Comparative Study\u201d by the student Muad Abdulredha Zidan, from the Department of Criminal Law. The discussion took place on Wednesday, July 2, 2025, in the college\u2019s Virtual Court Hall.<\/strong><\/span><\/div>\n

The examination committee consisted of the following members:<\/strong><\/span><\/div>\n
1. Prof. Dr. Firas Abdullah Al-Mun\u2019im Abdullah \u2013 Chairman<\/strong><\/span><\/div>\n
2. Prof. Dr. Alaa Nasser Hussein \u2013 Member<\/strong><\/span><\/div>\n
3. Asst. Prof. Dr. Zaman Hamed Hadi \u2013 Member<\/strong><\/span><\/div>\n
4. Prof. Dr. Nawal Tareq Ibrahim \u2013 Member and Supervisor<\/strong><\/span><\/div>\n
<\/div>\n
The thesis aimed to shed light on the crime of leaking examination questions, assess the effectiveness of the criminal policy in combating this crime, and examine the legislative framework adopted by the Iraqi legislator to address it.<\/strong><\/span><\/div>\n
<\/div>\n
The thesis was structured into three chapters:<\/strong><\/span><\/div>\n
\u2022The first chapter addressed the criminal liability of public employees.<\/strong><\/span><\/div>\n
\u2022The second chapter discussed the crime of leaking examination questions.<\/strong><\/span><\/div>\n
\u2022The third chapter analyzed the consequences and effects resulting from the leakage of exam questions.<\/strong><\/span><\/div>\n
<\/div>\n
The thesis concluded with several key recommendations, most notably:<\/strong><\/span><\/div>\n
1. The Iraqi Penal Code should be amended to explicitly include the crime of leaking examination questions, rather than relying solely on Revolutionary Command Council Resolution No. 132 of 1996 (now defunct).<\/strong><\/span><\/div>\n
2 . Workshops should be held for employees in educational institutions to raise awareness and promote practices that safeguard exam confidentiality and prevent leaks.<\/strong><\/span><\/div>\n
3. Websites that promote or participate in this crime should be shut down to prevent the spread and encouragement of exam leaks.<\/strong><\/span><\/div>\n
