The college of law at the University of Baghdad discussed the doctoral dissertation in the criminal law of the student (Hakim Faisal Jabr), marked with (criminal liability arising from violation of the controls of the implementation of criminal punishment-a comparative study), on Sunday, 20\/10\/2024 on the conference hall at the college.<\/span><\/strong><\/p>\n

The dissertation aimed that the imposition of criminal punishment should seek to protect society and individuals from committing a new crime, which necessitates attention to the convicted person through the development of punitive treatment methods based on a scientific basis guaranteed positive results towards his reform and rehabilitation without neglecting the deterrence function and justice achieved through the sense of fairness and equality that prevails in society and the victim.<\/span><\/strong><\/p>\n

The dissertation included three chapters, the first of which dealt with the controls of the implementation of the criminal penalty, the second chapter pictures the criminal liability for violation of the controls of implementation, and the third chapter dealt with the effects of violation of the controls of the implementation of the criminal penalty.<\/span><\/strong><\/p>\n

The dissertation came up with several recommendations, the most important of which is the need to legislate a law entitled (The law on the implementation of criminal punishment), provided that the law on the reform of inmates and detainees no. (14) for the year2018 is part of it, that the proposed law (the law on the implementation of criminal punishment) includes the rules governing the implementation of methods of punitive treatment outside penal institutions such as suspension of execution and conditional release.<\/span><\/strong><\/p>\n
