The college of law at the University of Baghdad discussed the doctoral dissertation in the Public Law of the student (Mohammed Khazal Abbas), tagged with(cyber security and the duty of the state to protect it \u2013 a comparative study), on Monday, 23\/9\/2024 on the conference hall at the college.<\/span><\/strong><\/p>\n

The dissertation aimed at the state’s need to protect its cyber security after it has turned to practicing many of its activities through cyberspace, including the management of its infrastructure, as well as the provision of public services through it, as well as the practice of society of many of its activities through it, the need has called for securing those activities and services as well as and physical in order to protect its cyber security from those threats.<\/span><\/strong><\/p>\n

The dissertation included four chapters, the first of which dealt with the conceptual framework of cybersecurity, the second chapter dealt with cybersecurity threats, the third chapter dealt with the department concerned with the protection of cybersecurity and the fourth chapter management measures in achieving cybersecurity.<\/span><\/strong><\/p>\n

The dissertation came up with several recommendations, the most important of which is the enactment of an integrated legislative package covering all topics of a cyber nature, because there is a big gap in this section within the Iraqi legal system, starting from the legislation that establishes digital transformation in carrying out public activities and providing services, passing through the legislation on the organization of cyber activities and services, including the management and organization of critical infrastructure managed through cyberspace, the establishment of an integrated administrative apparatus and its name (Ministry of digital transformation and Cyber Security authority) to implement the legislation issued to regulate the cyberspace environment and its security.<\/span><\/strong><\/p>\n
