The international law at the college of Law, University of Baghdad, held a scientific seminar entitled (hybrid wars in international law), delivered by the lecturer in the international law (Dr. Hussam Abdul Amir Khalaf), on Wednesday, 2024\/03\/20 at the college of Law Building.<\/span><\/strong><\/p>\n

The seminar aimed to introduce students to the latest developments in international humanitarian law in terms of new concepts and tools developed in conflicts in the international community and their legal adaptation, especially after the decline of the concept of nation-states and the emergence of non-state actors within the framework of international law.<\/span><\/strong><\/p>\n

The symposium included several topics, including the concept of hybrid wars, its definition, elements and characteristics, the applications of hybrid wars both at the state level and at the level of non-state actors, the application of international law to hybrid wars.<\/span><\/strong><\/p>\n

The seminar came up with several recommendations, the most important of which is to exert more efforts at the international or regional level, especially the International Organization of the Red Cross, through conferences, courses and publications to introduce hybrid wars and their dangerous effects on international peace and security; strengthen international humanitarian law and develop its rules to keep pace with modern developments through the making of relevant international and regional agreements; establish international, regional and national centres, especially to combat modern methods used in wars, which are manifestations of hybrid wars, similar to the European Center in Helsinki.<\/span><\/strong><\/p>\n
