The College of Law at the University of Baghdad discussed a master’s thesis in the Department of Public Law by the student (Naba’a Kareem Issa), entitled “The Constitutional Organization of the Largest Bloc under the Constitution of the Republic of Iraq for the Year 2005 – Comparative Study,” on Tuesday, October 10, 2023, in the conference hall of the college.<\/span><\/strong><\/p>\n

The thesis aims to identify the trends followed by the Federal Supreme Court in clarifying the meaning of the largest parliamentary bloc and the procedures for declaring it, as well as the registration procedures.<\/span><\/strong><\/p>\n

The thesis included two chapters: the first chapter addressed the concept of the largest parliamentary bloc and its autonomy, and the second chapter addressed the constitutional basis of the largest parliamentary bloc and the position of the constitutional judiciary towards it.<\/span><\/strong><\/p>\n

The thesis concluded with several recommendations, including calling on the Constitutional Amendments Committee to amend Article (76) of the Constitution and make the election of the Prime Minister either directly by the people or by embracing the concept of the winning electoral bloc, and recommending the inclusion of certain guarantees in the Law of the Federal Supreme Court that enhance its independence and ensure the neutrality and independence of the constitutional judge.<\/span><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"
