The College of Law at the University of Baghdad Discusses a Master\u2019s Thesis on the Use of Artificial Intelligence in Administrative Litigation<\/span><\/strong><\/p>\n

The examination committee consisted of the following professors:<\/span><\/strong><\/p>\n

    \n
  1. Dr. Rasha Mohammed Jaafar (Chairperson)<\/span><\/strong><\/li>\n
  2. Dr. Mohammed Abdul Amir Issa (Member)<\/span><\/strong><\/li>\n
  3. Asst. Prof. Dr. Ali Hussein Hamad (Member)<\/span><\/strong><\/li>\n
  4. Asst. Prof. Dr. Taghreed Mohammed Qadouri (Member and Supervisor)<\/span><\/strong><\/li>\n<\/ol>\n

    The thesis aimed to clarify the concept of artificial intelligence and its related technologies, examine their applications at the various stages of administrative litigation, and analyze leading comparative experiences in the digitalization of administrative justice and intelligent legal advisory systems. It also explored the feasibility of applying these technologies in the Iraqi context through a pilot initiative represented by the Intelligent Legal Advisor System, with the aim of identifying potential ways to develop administrative justice in light of digital transformation.<\/span><\/strong><\/p>\n

    The thesis consisted of three chapters. The first chapter examined the conceptual framework of artificial intelligence. The second chapter addressed the stages of administrative litigation in the context of artificial intelligence applications and predictive justice. The third chapter explored the use of artificial intelligence in administrative litigation, focusing on international experiences and attempts to implement these technologies in Iraq.<\/span><\/strong><\/p>\n

    The thesis concluded with several recommendations, the most important of which were:<\/span><\/strong><\/p>\n

      \n
    1. Calling upon the legislator to establish a comprehensive legislative framework regulating the use of artificial intelligence technologies in the judicial and administrative fields, ensuring that their benefits are utilized while safeguarding the constitutional and legal rights of litigants.<\/span><\/strong><\/li>\n
    2. Proposing the development of digital infrastructure within the administrative judiciary to facilitate the implementation of electronic case management systems, electronic notifications, and digital archiving.<\/span><\/strong><\/li>\n
    3. \n

      Recommending the further development of the Intelligent Legal Advisor Project as an initial Iraqi model that could serve as a foundation for future advancements. This would involve expanding its legal database, incorporating additional judicial decisions, and enhancing its analytical capabilities, thereby supporting legal research and advancing artificial intelligence applications in administrative litigation.<\/span><\/strong><\/p>\n<\/li>\n<\/ol>\n
