The Private Law at the College of Law – University of Baghdad organized, on Monday, 24 November 2025, a scientific workshop titled:
“Regulating Personal Status: Between Legislation and Interpretation of Legislation,” in cooperation with the United Nations Population Fund (UNFPA) in Iraq, held at the Mansour Melia Hotel.

The workshop saw the participation of a number of postgraduate students and fourth-year students, which added vitality to the discussions and enriched its scientific depth.

The workshop opened with a speech by the Dean of the College of Law, Prof. Dr. Ali Hadi Atiyah, who emphasized the pivotal role of such scientific events in enhancing legal research and drafting legislation that keeps pace with social developments, stressing that the development of the personal status system is a cornerstone in serving the family and society. Dr. Ali Hadi Atiyah also reviewed the stages of preparing the Personal Status Code and the complex challenges faced by the drafting committees, highlighting the importance of integrating academic expertise with practical experience in legislation drafting.

The workshop was conducted in two main sessions:

Session One:

Chaired by Judge Badr al-Din al-Bazangi, the session featured research papers presented by faculty members of the College of Law:

  • Prof. Dr. Hamid Sultan Ali: “Differences Between the Current Personal Status Code and Personal Status Law No. 188 of 1959.”

  • Asst. Prof. Dr. Harith Ali Ibrahim: “The Wife’s Rights Between Sharia Provisions and Personal Status Law No. 188 of 1959.”

  • Asst. Prof. Dr. Nada Abdul-Kadhim Hussein: “Contemporary Challenges in Personal Status Issues and the Impact of Social and Technological Developments.”

The session witnessed notable interaction from postgraduate and fourth-year students, who asked questions and offered contributions that demonstrated their legal understanding and analytical ability regarding interpretive issues and their practical effects.

Session Two:

The workshop continued under the chairmanship of Judge Badr al-Din al-Bazangi, featuring:

  • Judge Dr. Ahmad Jassib Al-Saadi, who presented a paper titled: “Personal Status Between Jurisprudential Reality and the Legal Code.”

  • Mr. Samir Adnan Abdul-Hussein Salman from the Legislative Department of Parliament, who presented a paper on: “Assessing the Impact of Personal Status Law No. 188 of 1959 in Promoting Family Stability.”

Students of the College of Law contributed scientific inputs that enriched discussions and clarified many practical issues related to the interpretation of legal texts.

The workshop concluded with recommendations focusing on:

  • Enhancing the integration between legal texts and judicial application

  • Supporting balanced interpretation of laws that keeps pace with social developments and ensures family stability

The participation of the College of Law – University of Baghdad in this workshop demonstrates its continued academic and research role in supporting legal initiatives and international partnerships, contributing to the development of the personal status system in Iraq.
