As part of the activities commemorating the centennial of the Iraqi Constitution, the College of Law – University of Baghdad organized the second workshop in a series of academic workshops dedicated to discussing Iraqi constitutions and their historical development. The workshop was delivered by Professor Dr. Musaddaq Adel Talib under the title: “Evaluating the Constitutional Experience in Iraq: The Basic Law of 1925 and the 2005 Constitution as Models.” It was held on Sunday, 23/11/2025, at the Model Court Hall of the College.

The workshop presented an objective evaluation of the Iraqi constitutional experience by reviewing the reasons for adopting the parliamentary political system, as well as assessing the role of the legislative authority under both the 1925 Basic Law and the 2005 Constitution. It also discussed public rights and freedoms through a comparison of the status of women and their right to electoral participation under the two constitutions, in addition to evaluating the role of the Council of Ministers within the two constitutional frameworks.

The workshop concluded with several important recommendations, most notably:

1.The necessity of expediting the completion of the constitutional amendment process in accordance with Article (142) of the Constitution of the Republic of Iraq.

2.Accelerating the enactment of the Federal Council Law, as one of the outstanding and unfulfilled constitutional entitlements.

This workshop comes as a continuation of the College’s efforts to consolidate constitutional culture and enhance scholarly dialogue on the development of the political system in Iraq.
