Emphasizing the importance of constitutional judiciary as a fundamental guarantee for safeguarding the Constitution and protecting public rights and freedoms, the Public Law Branch at the College of Law – University of Baghdad organized a scientific seminar entitled “Constitutional Developments in Iraq: A Comparative Study of Constitutional Judiciary Rulings under the 1925 and 2005 Constitutions.” The seminar was delivered by Professor Dr. Maha Bahjat Younis in the Model Court Hall on Tuesday, 18/11/2025, and was attended by faculty members, postgraduate students, and undergraduate students.
The seminar aimed to conduct an analytical comparison between the general provisions governing constitutional judiciary in the two constitutions, in order to identify the nature of the developments witnessed in the constitutional organization of this institution and to clarify points of similarity and difference between the two frameworks. It also discussed the implications of these developments for the structure of Iraq’s legal and political systems.
The seminar further highlighted the capacity of the current constitutional texts to ensure the independence of constitutional judiciary, achieve a balance among the branches of government, and consolidate the principles of the democratic system and the rule of law.
