College of Law, University of Baghdad Discusses Doctoral Dissertation on “Contemporary Constitutional Trends in Protecting Freedom of the Press and Media and Ensuring the Independence of Their Authorities – A Comparative Study”

The College of Law, University of Baghdad held a discussion session on Tuesday, September 2, 2025, for the doctoral dissertation titled “Contemporary Constitutional Trends in Protecting Freedom of the Press and Media and Ensuring the Independence of Their Authorities – A Comparative Study,” submitted by the student Montadar Sabih Dawood from the Public Law Department. The session took place in the Moot Court Hall of the college.

The discussion committee consisted of the following faculty members:

The dissertation aimed to shed light on the extent of constitutional protection granted to the freedom of practicing journalistic and media work within the framework of contemporary Arab legislations across various regions.

The dissertation included three chapters:

  • Chapter One: The Nature of Freedom of the Press and Media and Its Legal Foundations in Arab Constitutions
  • Chapter Two: The Legal Foundations of Freedom of the Press and Media at the International, Regional, and National Levels
  • Chapter Three: Legislative Organization and Philosophy of Freedom of the Press and Media in Arab Countries

The dissertation concluded with several key recommendations, including:

  1. The unification of regulatory frameworks governing journalism and media across Arab legislations, especially concerning restrictions, authorities, and privileges, through regional organizations such as the Arab League, to regulate media outputs and organize the functioning of press and media institutions.
  2. Recommending the Arab and Iraqi legislators to amend laws related to guaranteeing the practice of journalistic and media freedoms in alignment with international and regional declarations, treaties, and agreements, reflecting their impact on democratic practice within constitutional frameworks.
