The College of Law at the University of Baghdad Discusses a Master’s Thesis on Conflict of Laws and International Jurisdiction in Cyberbullying Disputes

The College of Law, University of Baghdad, discussed a Master’s thesis titled “Conflict of Laws and International Jurisdiction in Cyberbullying Disputes”, submitted by Ahmed Rajab Saeed, from the Department of Private Law, on Monday, August 18, 2025, in the college’s conference hall.

The examination committee consisted of the following members:

  1. Prof. Dr. Jalil Hassan Bashat – Chairman
  2. Asst. Prof. Dr. Mustafa Salem Abd – Member
  3. Asst. Prof. Dr. Haider Abdul Razzaq Hameed – Member
  4. Asst. Prof. Dr. Luma Abdul Baqi Mahmoud – Member and Supervisor

The thesis aimed to provide a critical analysis of traditional legal rules, evaluate contemporary judicial and doctrinal approaches, and propose innovative legal solutions to address the challenges posed by cyberbullying disputes in the context of private international law.

The thesis was structured into three chapters:

  • Chapter One: The legal conceptual framework of liability for cyberbullying under private international law.
  • Chapter Two: International jurisdiction in liability claims arising from cyberbullying.
  • Chapter Three: The erosion of legislative sovereignty in determining the applicable law in cyberbullying cases.

The study concluded with several recommendations, most notably: the need for a comprehensive modernization of the private international law system, including the development of uniform definitions, the introduction of innovative standards for jurisdiction and applicable law, and the enhancement of international judicial cooperation.
