The College of Law at the University of Baghdad discussed a master’s thesis entitled “The Legal Protection of Pension Rights for the Elderly under the Provisions of the Retirement and Social Security Law for Workers No. 18 of 2023” by the student Maytham Haider Faleh, in the Public Law Department, on Sunday, July 13, 2025, in the Virtual Courtroom Hall at the college.
The discussion committee consisted of:

The thesis aimed to shed light on a vital issue related to the noticeable increase in the number of elderly people in society and the resulting effects that necessitate finding legal mechanisms to enhance the protection of their rights, especially the right to retirement as the main source of providing a stable and continuous income. Such income contributes to achieving social and economic balance for senior citizens.
The thesis was divided into three chapters: the first addressed the regulation of elderly people’s rights; the second examined the legal framework of the right to retirement and social security for the elderly; and the third explored the legal regulation of digital systems and their impact on pension disputes for senior citizens.
The thesis concluded with several recommendations, the most notable of which are:
1. The researcher suggested that the Iraqi legislator amend the age stated in Article (70/Third) of the Retirement and Social Security Law for Workers No. (18) of 2023 to 60 years instead of 50 years. This aims to ensure the integration of many capable men and women into the labor market, thereby supporting and strengthening the national economy.
2. Enacting a legal provision within the Retirement and Social Security Law for Workers that sets a clear time limit for filing grievances against decisions issued by the Retirement and Social Security Department for Workers. This is considered one of the legal means to safeguard pension rights and helps ensure these entitlements reach their rightful beneficiaries in the fastest and most efficient manner.
