The College of Law at the University of Baghdad discussed a Master’s thesis entitled “Criminal Liability for Leaking Examination Questions – A Comparative Study” by the student Muad Abdulredha Zidan, from the Department of Criminal Law. The discussion took place on Wednesday, July 2, 2025, in the college’s Virtual Court Hall.
The examination committee consisted of the following members:
1. Prof. Dr. Firas Abdullah Al-Mun’im Abdullah – Chairman
2. Prof. Dr. Alaa Nasser Hussein – Member
3. Asst. Prof. Dr. Zaman Hamed Hadi – Member
4. Prof. Dr. Nawal Tareq Ibrahim – Member and Supervisor
The thesis aimed to shed light on the crime of leaking examination questions, assess the effectiveness of the criminal policy in combating this crime, and examine the legislative framework adopted by the Iraqi legislator to address it.
The thesis was structured into three chapters:
•The first chapter addressed the criminal liability of public employees.
•The second chapter discussed the crime of leaking examination questions.
•The third chapter analyzed the consequences and effects resulting from the leakage of exam questions.
The thesis concluded with several key recommendations, most notably:
1. The Iraqi Penal Code should be amended to explicitly include the crime of leaking examination questions, rather than relying solely on Revolutionary Command Council Resolution No. 132 of 1996 (now defunct).
2 . Workshops should be held for employees in educational institutions to raise awareness and promote practices that safeguard exam confidentiality and prevent leaks.
3. Websites that promote or participate in this crime should be shut down to prevent the spread and encouragement of exam leaks.
