The Continuing Education Unit at the College of Law – University of Baghdad Organizes a Workshop on the Crime of Begging under Iraqi Penal Code No. 111 of 1969
On Tuesday, June 24, 2025, the Continuing Education Unit at the College of Law – University of Baghdad organized a workshop entitled “The Crime of Begging in Penal Code No. 111 of 1969”. The session was presented by Asst. Lecturer Jalila Ghadban Ouda and attended by a number of faculty and staff members.
🎯 The workshop aimed to shed light on the phenomenon of begging as a social issue with legal dimensions. It introduced the relevant legal provisions within the Penal Code that address this crime, explained the rationale behind its criminalization, and examined the reasons for its spread and the various forms it takes.

2.Begging as a criminal offense in Iraqi law
3.The rationale for criminalization from both legal and social perspectives

5.Mechanisms for addressing this phenomenon through legal systems and relevant institutions
💡 The workshop concluded with several recommendations, including:
1.The need to limit the spread of the crime of begging through comprehensive legal and social solutions
2.Raising public awareness about the risks and negative effects of this phenomenon on the social fabric
3.Establishing clear and easily applicable legal mechanisms to tackle and reduce begging both in the short and long term
This workshop comes as part of the College’s ongoing efforts to address contemporary legal and social issues and to enhance legal awareness among its staff.
