The Private Law at the College of Law, University of Baghdad, held a scientific symposium on Wednesday, April 23, 2025, to discuss a published research paper prepared and presented by Dr. Nisreen Ghanem Hanoun, titled “The Legal Basis for the Consignee’s Right to Receive Goods.” The event took place in the college’s Model Court Hall, with attendance from a number of college members and staff.
The research explored the legal foundation that enables the consignee to acquire rights and bear obligations under a contract of carriage, despite not being a party to the contract. The researcher focused on analyzing and discussing relevant legal and jurisprudential theories to assess their validity as a legal basis for this relationship.
At the conclusion of the research, several recommendations were presented, the most notable of which were: urging the Iraqi legislator to enact a comprehensive maritime law or ratify the draft Iraqi Maritime Law, to ratify international conventions related to transport and the international sale of goods, and to allocate a chapter in either the Iraqi Transport Law or Commercial Law to address shipping documents in terms of their definition, types, and evidentiary value, due to their importance in modern commercial transactions.
