This thesis aims to find a new framework for participation in the terrorist crime due to the importance of the partner in this crime.
The thesis also included three chapters, the first of which dealt with the nature of the partner and the terrorist crime, the second chapter rooting the idea of the partner in the terrorist crime, and the third chapter dealt with the images of the partner and his criminal responsibility in the terrorist crime.
The most important recommendations of the study are to amend the Iraqi anti-terrorism law, as a principal actor, whoever incites or agrees to commit a terrorist crime, whether the crime occurred or not, and considers the partner’s crime as an independent crime, not borrowing his crime from the perpetrator, but borrowing his crime from the crime.
