On March 9, 2025, the College of Law at the University of Baghdad organized a scientific seminar in the Innovation Hall at the college, addressing ways to finance the public budget deficit. The seminar was presented by Professor Dr. Ban Salah Abdul-Qader, who discussed the ongoing phenomenon of budget deficits faced by most countries due to increasing public needs and rising expenditures compared to revenues.

Dr. Ban explained that addressing this deficit requires not relying on a single source of funding but diversifying funding sources through various mechanisms, including stimulating the private sector, encouraging investment, and participating in the industrial sector, in addition to rationalizing government spending and limiting luxury consumption.

She also emphasized that the primary goal is to find alternative means to finance the deficit without total dependence on oil revenue, stressing the importance of adopting sustainable financial strategies that achieve fiscal balance and enhance economic growth.

The seminar concluded with a set of recommendations focusing on reforming financial policies, stimulating productive sectors, and implementing spending rationalization plans to ensure the stability of the public budget in the future.
