The Continuing Education Unit at the College of Law – University of Baghdad organized a workshop titled “Management Procedures in Referral Decisions in Government Contracts” on March 2, 2025, with the participation of Dr. Mohammed Ahmed Issa and asst.lect. Russul Khaled Ibrahim, and attended by a number of members and staff from the college.

The workshop aimed to clarify the administrative procedures that administrative entities must follow when contracting for public utilities, both before and after issuing the administrative referral order.

The main topics of the workshop included:

  1. Defining government contracts and determining their concept.
  2. Preliminary administrative procedures prior to the referral decision.
  3. Mechanisms for issuing the administrative referral order and its requirements.
  4. The content of the administrative referral order and its importance in completing contracts.
  5. The legal consequences resulting from the issuance of the referral order.

At the conclusion of the workshop, the presenters provided a set of recommendations, most notably:

  • Strengthening the administrative units responsible for contracting procedures with qualified legal and technical staff.
  • Providing the necessary material resources to facilitate the contracting processes.
  • Coordinating with the relevant authorities to develop referral mechanisms in accordance with modern legal and administrative controls.
