The college of Law at the University of Baghdad discussed the master’s thesis in the Public Law by the student (Rana Jassim Mohammed) titled “The Principle of Empowering Women in Administrative Law (The Public Service as a Model)” on Wednesday, February 19, 2025, at the Leadership Hall in the college.

The discussion committee consisted of:

  • Prof. Dr. Mahmoud Khalil Khudair – Chairman
  • Assist. Prof. Dr. Sarah Khalaf Jassim – Member
  • Dr. Rabab Khalil Ibrahim – Member
  • Prof. Dr. Walid Mirza Hamza – Member and Supervisor

The thesis aimed to study the principle of empowering women in administrative law, focusing on its role in achieving social justice and gender equality, especially in the field of public service. It also sought to explore the legal and organizational framework that enhances women’s participation in administrative work, analyzing the challenges and obstacles they face, while providing comparisons with other legal experiences such as Iraqi and Emirati law.

The thesis included three chapters:

  • The first chapter discussed the concept of the principle of empowering women and the administration responsible for achieving it.
  • The second chapter covered the legal foundation for the principle of empowering women.
  • The third chapter addressed the empowerment of women in the field of public service.

The thesis concluded with several recommendations, the most important of which were:

  1. The Iraqi legislator should build a national administrative legislative system capable of protecting women and granting their rights within the framework of public service by adopting positive discrimination in favor of women as a temporary measure.
  2. Amend the State Employees and Public Sector Discipline Law No. 14 of 1991 and recommend that the Integrity Commission amend the Code of Professional Conduct No. 1 of 2016 to criminalize any act or omission that constitutes discrimination against women within the public service framework.
  3. The Ministry of Higher Education and Scientific Research should conduct further research and studies on the importance of women’s roles and ways to empower them in all fields and examine the experiences of countries that have made significant progress and success in enhancing women’s roles.
