Under the slogan “Constitutional Judiciary and Scientific Research: Foundations for the Supremacy of the Constitution,” the College of Law at the University of Baghdad, Department of Public Law, organized the Second Forum on Iraqi Constitutional Judiciary. The event was held under the patronage of the President of the University of Baghdad, Professor Dr. (Bahaa Ibrahim Ansaf), and the Chief Justice of the Federal Supreme Court, Judge (Jassem Mohammed Aboud), with the supervision of the Dean of the College of Law, Professor (Dr. Ali Hadi Al-Hilali), in cooperation with the Federal Supreme Court, on Wednesday, January 22, 2025, in the college’s conference hall.

The forum brought together judges from the court, academics, graduate students, and legal experts to exchange perspectives and find common ground to support the experience of Iraq’s constitutional judiciary. Among the participants were Judge (Jassem Mohammed Aboud), the President of the Federal Supreme Court, Professor Dr. (Bahaa Ibrahim Ansaf), the President of the University of Baghdad, several judges from the Federal Supreme Court, and a select group of experts in constitutional and legal affairs.

The forum aimed to solidify the concept of constitutional justice, highlighting its political, economic, and social dimensions, and contributing through academic research to the legislative, structural, and procedural development of constitutional courts, as well as enhancing the complementary role between constitutional jurisprudence and constitutional court decisions.

The forum included several key topics, most notably:

  1. The Constitutional and Legal System of the Federal Supreme Court (Composition, Jurisdictions, and Authority of Judgments and Decisions).
  2. The Internal System of the Federal Supreme Court (Procedures and Conditions for Appeals Regarding the Budget and Elections Laws).
  3. The Role of the Federal Supreme Court in Protecting the Constitution (Challenge, Reversal, and Constitutional Gaps).

Contributions from professors, judges, and experts in the forum’s discussions positively enriched all the forum’s topics.

The forum concluded with a set of recommendations, including the need to hold the forum at fixed intervals and establish an electronic link between the college and the court to publish interventions and comments related to the forum, as well as discuss court decisions and their legal and political impact.

At the end of the forum, the President of the Federal Supreme Court presented certificates of appreciation to the President of the University of Baghdad, Professor Dr. (Bahaa Ibrahim Ansaf), the Dean of the College of Law, Professor Dr. (Ali Hadi Atiyah), and all the participants, recognizing their roles and efforts in ensuring the success of this event, which is considered a positive and progressive step in the legal field.
