The Criminal Law at the College of Law, University of Baghdad, held a scientific seminar entitled (The role of society in addressing drug crimes), delivered by a lecturer in the Criminal Law (Dr. Kazem Abdullah Husain), on Wednesday 4/12/2024 in the building of the College of law.
The seminar aimed to highlight the essential role of society in contributing the relevant authorities and agencies in addressing the abuse and trafficking of drugs and Psychotropic Substances.
The seminar included several topics, including:
First: the preventive and indicative role of society regarding drug and Psychotropic Substances crimes.
Second: the role of society during the commission of these crimes in reporting them and assisting the competent judicial authorities in arresting the perpetrators.
Third: the role of society after committing these crimes in encouraging drug offenders to voluntarily surrender themselves to the competent authorities in order to refer them to health institutions for treatment and reintegrate them with society again.
The seminar reached several recommendations, the most important of which were:
First: to emphasize the role of society in effectively addressing the crimes of drugs and Psychotropic Substances through the formation of a favorable public opinion on these crimes.
Second: to emphasize the control of border crossings and tighten control over them in accordance with the relevant laws, and activate the role of the media, educational institutions and other governmental institutions in educating about the dangers of these crimes and their negative effects on individuals (psychological and health aspect) and society as a whole (economic, educational and cultural aspect).
Third: the recommendation to the legislator to amend the Iraqi law on Narcotic Drugs and Psychotropic Substances no. (50) for the year 2017, regarding the tightening of punishment for traffickers of narcotic drugs and Psychotropic Substances, whether the trafficker is an active or an accomplice.
