The College of Law at the University of Baghdad discussed a master’s thesis in the public law of the student (Rana Mohammed Yassin), tagged with(the principle of balance of the general budget and the problems of its application in Iraq – a comparative study), on Sunday, 17/11/2024 on the model courtroom at the college.

The purpose of the thesis was to identify the concept of balance and the exceptions that respond to it in terms of achieving surplus and deficit in the general budget and to explain the concept of the economic cycle and what is the role of control and performance evaluation on the implementation of the general budget of the state.

The thesis included three chapters, the first of which dealt with the conceptual framework of the principle of balance of the general budget, the second chapter dealt with exceptions to the principle of balance of the general budget, and the third chapter dealt with the audit and control of the principle of balance of the general budget.

The thesis came up with several recommendations, the most important of which are:

1 – the need for continuous updating of the financial legislations of countries, especially those related to the general budget, in proportion to the variables that the general budget is going through and in a way that helps the state to accomplish its tasks without obstacles .

2- countries should start the transition to the budget of programs and performance, which are the most modern and developed from the traditional budget for what they contribute to achieving the purposes of the state budget, and it is necessary to meet the requirements needed for this transformation process .

3-legislating a special law that regulates the provisions of the general budget of the state in the Republic of Iraq or amending the designation of the federal financial management law to what suggests that it is the law on the general budget .

4 – the need for states to refer within their constitutions to the principle of balance of the general budget for what has an impact on achieving the goals of the state that it seeks to achieve through its general budgets .
