The College of law at the University of Baghdad held a scientific seminar entitled (preventive measures to address drug abuse), delivered by the lecturer in the Criminal Law (Dr. Alaa Nasser Hussein), and in the presence of post-graduate students, on Monday 11/11/2024 in the building of the college of law.
The seminar targets the category of young addicts who use drugs and Psychotropic Substances for integrating them into society and returning them as individuals instead of using punishment.
The seminar included several topics, including an alternative to the punishment applied after the fulfillment of a set of conditions set out in Article (39), as a barrier to the establishment of the lawsuit, as stipulated by Article (40).
The seminar came up with several recommendations, the most important of which were:
1 – we recommend adding community service measures in addition to these measures, for example, working for the public benefit, such as cleaning roads and parks, caring for the elderly and orphans, or working with the same health institutions to treat addicts as a free service.
2-we recommend that the application should also be given by his family wife, children, brothers or relatives.
3 – we recommend that health personnel who detect a person’s addiction be given to refer him to the competent committee provided for by this law or he also has the right to submit an application in addition to his family.
