The college of law at the University of Baghdad discussed the doctoral dissertation in the public law of the student (Shalal Miteb Hamid) and tagged with(the financial system of Iraqi diplomatic missions and representations in accordance with the provisions of Iraqi legislation), on Tuesday, 17/9/2024 on the conference hall at the college.

The dissertation aimed at identifying the financial system of Iraqi diplomatic missions and representations and rooting it in accordance with Iraqi law and international agreements gives the competent authorities a clear vision to address the shortcomings and weaknesses that affect the work of this important facility and its role in preserving the country’s best interests.

The dissertation included four chapters, the first chapter of which dealt with the linguistic and terminological nature of the concepts of the financial system and diplomatic missions and their legal nature, the second chapter dealt with the legal subjectivity of the concept of the financial system in Iraqi law and distinguish it from other concepts, the third chapter dealt with the regulatory framework of Iraqi diplomatic missions and representations in accordance with the provisions of Iraqi Sharia and international agreements, and the fourth chapter a practical description of the nature of the financial system adopted in Iraqi diplomatic missions and representations and the implications thereof.

The dissertation come out with several recommendations the most important are amendment to the text of Article (27) of the Iraqi constitution of 2005 and the protection of the public funds of the duties of the state mainly amend Article (111) of the Constitution of 2005 to be as follows: natural resources, including oil and gas belongs to all the people of Iraq in all the regions and governorates, and must include the amendment to the Penal Law of the Iraqi No. (111) of the 1969 text of the criminal protection of the diplomatic corps working in Iraq.
