The college of law at the University of Baghdad discussed a master’s thesis in the public law of the student (Kifaya Faisal Ali), tagged with (the relationship between the legislative and Executive federal authorities in the field of Foreign Relations in Iraq – a comparative study), on Sunday 21/7/2024 on the model courtroom at the college.
The thesis aims to highlight the prominent role played by both the legislative and executive authorities in the field of Foreign Relations through the formulation and implementation of foreign policy, diplomatic representation, the conclusion of treaties by international agreements, the declaration of war and international loans.
The thesis included three chapters, the first of which dealt with the composition of the legislative and executive authorities in Iraq and the comparative constitutional systems, the second chapter dealt with the role of the legislative authority in the field of Foreign Relations in Iraq and the comparative constitutional systems, and the third chapter dealt with the role of the executive authority in the field of Foreign Relations in Iraq and the comparative constitutional systems.
The thesis came out with several recommendations, the most important of which is the need to amend the text of Article (65) of the Constitution and that everything related to the Federation Council should be from the composition of the council, its powers and its relationship with the House of Representatives under a constitutional text, amend the text of Article (61/fifth/B) in the constitution 2005 which suspends the authority of the Council of ministers to appoint ambassadors upon approval of the House of Representatives .
