The college of law at the University of Baghdad discussed a dissertation in the public law of the student (Mohammed Abboud Naji), tagged with (legal regulation of state contracts for the processing of goods and services in Iraqi law _ comparative study), on Wednesday 26/6/2024 on the conference hall at the college.

The dissertation aims to show the volume of public funds employed within the scope of administrative contracts, especially for state contracts for the processing of goods and services, which affects the state economy and its finances, especially in the field of financing from the state treasury through the allocation of financial allocations funded from the investment, trade and operational budgets.

The dissertation included three chapters, the first of which dealt with the nature of state contracts for the processing of goods and services, the second chapter dealt with the mechanism of concluding state contracts for the processing of goods and services in the comparative countries and Iraq, and the third chapter dealt with the settlement of disputes arising from state contracts for the processing of goods and services in the comparative countries and Iraq.

The dissertation came up with several recommendations, the most important of which is to invite the Iraqi legislator to follow the path of the Egyptian legislator in unifying the Legislative Texts on government contracts (tenders and auctions) by legislating a new law, inviting the Iraqi legislator to amend Article (6/C) contained in the second section of the instructions for implementing the federal general budget law of the Republic of Iraq no. (1) for a year 2023 by setting a maximum period for concluding government contracts.
