The Public Law at the college of Law, University of Baghdad, held a seminar on a published scientific research entitled (guarantees of the legality of causing public administrative penalties (comparative study), delivered by the official of the Public Law (Dr. Taghreed Mohammad Qaduri), on Monday, 2024/02/26 at the college of Law Building.
The research aims to protect the freedoms and rights of individuals from the arbitrariness of the administration in using its authority, as well as in the field of control over administrative decisions, where it is easy for the administrative judge in his practice to control the legality of administrative decisions .
The seminar came up with several recommendations, the most important of which is the recommendation of the Iraqi legislator to make causation obligatory on the administration as a public asset, and the researcher recommends the legislator to enact a law specifying the data and elements of the causation of the decisions issued by the administration, where it is required that they be sufficient and clear.
