The college of law at the University of Baghdad held a scientific seminar entitled ( aspects of control over the constitutionality of public budgets), and the session was chaired by (Dr. Taghreed Mohammad Qaduri) and presented by the dean of the college of Law (Prof. Dr. Ali Hadi Attieh), on Tuesday, 2024/02/27 at the conference hall at the college.

The seminar aims to shed light on the rules of procedure of the Federal Supreme Court No. 1 for the year 2022 of which the article No.22 indicated that the appeal against the unconstitutionality of the federal general budget law is submitted exclusively by the three authorities within a period not exceeding thirty days from the date of its registration and that this limitation of the period is considered as a restriction on the appeal as the implementation of the budget extends for a year or more, which makes the appeal in this case similar to the case of the previous appeal of the law because most of the articles of the federal general budget law has not yet entered into force .

The seminar came up with several recommendations, the most important of which is that the articles of the federal general budget law should not contain a conflict with objective legal texts of laws in force and stable because of the temporary nature of this law, and the period of appeal against the budget law should not be specified as it extends in implementation for a year or more .
