On Sunday, 09/10/2023, the College of Law at the University of Baghdad discussed a master’s thesis in the Criminal Law Branch by the student (Azhar Emad Kamel), entitled (Criminal Protection of Juveniles from the Risk of delinquency – A Comparative Study), on Sunday, 09/10/2023, in the college’s model courtroom.

The thesis aims to protect the juvenile from the phenomenon of deviant behavior by caring for him from an early age and raising him properly, which can only be achieved by overcoming the obstacles facing the juvenile and those responsible for his care, and leading to judicial intervention to impose appropriate measures in the event of his presence in those legally specified cases.

The thesis included three chapters, the first of which dealt with the conceptual framework of the risk of juvenile delinquency, while the second chapter dealt with the penal policy in addressing the risk of juvenile delinquency, while the third chapter dealt with the penal aspects of the juvenile at risk of delinquency.

The thesis came out with several recommendations, the most important of which is a proposal to the Iraqi legislator to amend the texts related to cases of exposure to delinquency, adopt the broad approach to the idea of exposure to danger, and stipulate assistance measures in addition to ruling the handover of the juvenile to his family in a way that enhances the role of the court in reducing the risk of delinquency.
