The College of Law at the University of Baghdad discussed a PHD in the criminal law branch of the student Israa Fadel Kazem, entitled (Penal Protection of Public Utilities – A Comparative Study), on Sunday 7/30/2023 in the model courtroom in the college.

The discussion committee consisted of., Prof. Dr. Kazem Abdullah Hussein, Chairman, Prof. Dr. Ban Salah Abdel Qader, Member, Prof. Dr. Khaled Khudair Daham, Member, Assistant Professor Dr. Sabah Sami Daoud, Member, Assistant Professor Dr. Qaed Hadi Dahish, Member, Assistant Professor Dr. Samer Saadoun Abboud, Member And supervisor.

This thesis aims to study what the public facility is as well as the legal criteria in its classification and how to apply the legal standards in classification through the concept of criminal public facility and its nature, and what its role is in limiting social disclosure and achieving social welfare, the interest considered in criminalizing assault on the public facility, legal standards in Classification of crimes against public utilities, and how to apply the criterion of harm and danger in classifying crimes against public utilities.

The most important recommendations reached by the study is to reduce the many negatives caused by the strike, including the disruption of the public utility in providing its services to citizens. Whenever the result is visible and leaves a physical trace, the crime is considered harmful, because the penal legislator did not take into account the criterion of harm and danger in dividing crimes related to public utilities.
