The College of Law at the University of Baghdad discussed a master’s thesis in the Public Law branch of student Haider Fadel Sarhan, tagged with (the legal regulation of government health sector revenues in Iraq) under the supervision of Professor Dr. Dr. Ban Salah Abdul Qadir,On Wednesday, 6/14/2023, at the conference hall in the college.

This thesis aims to explain the development of the state in the provision of health services, how to determine prices and their rates, the development of treatment methods and their incurring large costs. Sometimes the citizen bears part of the amounts of medical spending, which requires the existence of various monitoring devices and means to collect these revenues and prevent cases of financial corruption in this regard.

The thesis also included three chapters, the first of which dealt with the definition of health services and the authorities competent to provide them, and the second chapter dealt with the mechanisms of imposing and collecting the revenues of the government health sector, while the third chapter dealt with monitoring the revenues of the government health sector.

The most important recommendations reached by the study is the need for officials and workers in the health sector in Iraq to adopt the continuation of presenting a national strategy associated with the introduction of technological development to adapt to the changes taking place in the field of providing health services, working to build an organizational structure that is appropriate and in keeping with and allows for the introduction of more developments in technology and providing Services, accelerate the activation of the Health Insurance Law No. 20 of 2020 to provide the best health services and work to follow transparency in application, activate the participation of the oversight agencies to participate in international, regional and Arab organizations for the purpose of benefiting from their recommendations and decisions on the ground.
