The thesis aims to establish a system that determines the authority of the State Council’s advisory on disputes of a financial nature, and to draw up general advisory rules that are considered among the general principles of administrative law applicable to state bodies in their disputes with individuals, and also to prepare research that encourages researchers in the field of financial law to study the legal effect and authority The rulings of the State Council on disputes of a financial nature.

The thesis included three chapters, the first of which dealt with the definition of the State Council linguistically and idiomatically, and the second chapter dealt with the definition of disputes of a financial nature. The third chapter also dealt with the legal implications of exercising the jurisdiction of the Iraqi State Council in resolving disputes of a financial nature.

The thesis came out with several recommendations, the most important of which is the call on the Iraqi legislator to unify the judicial authorities and give full jurisdiction to the State Shura Council, and also to call on the legislator when enacting the permanent law of the Iraq Stock Exchange to address the issue and stipulate that the arbitration committee be formed from a number of specialists in legal affairs and be headed by a judge To confer a judicial character on it and to have its decisions of a judicial nature.
