In the Presence of the Chairman of the Federal Public Service Council, the College of Law at the University of Baghdad Discusses a Master’s Thesis on the Federal Public Service Council and Its Role in Reforming the Legal Framework of Public Employment
The College of Law at the University of Baghdad received, on Monday, September 7, 2026, the Chairman of the Federal Public Service Council, who attended the discussion of the master’s thesis entitled “The Federal Public Service Council and Its Role in Reforming the Legal System of Public Employment: Civil Service as a Model,” submitted by Kazim Khawam Mohsen, a student in the Public Law Branch. The thesis discussion was held on Monday, September 7, 2026, in the Moot Court Hall at the College.
The discussion was held as part of the College’s commitment to supporting legal studies and research addressing administrative reform and the development of the public employment system in Iraq.
The discussion committee consisted of the following professors:

- Prof. Dr. Rasha Mohammed Jaafar — Member
- Dr. Fadhil Abdul-Zahra Fadhil — Member
- Assist. Prof. Dr. Rabab Khalil Ibrahim — Member and Supervisor
The thesis aimed to examine the capabilities of the Federal Public Service Council in reforming the legal system of public employment and to assess these capabilities in order to strengthen the Council’s role in reforming the legal framework governing public employment.
The thesis consisted of two chapters. The first chapter addressed the conceptual framework of the Federal Public Service Council and the reform of the legal system of public employment. The second chapter examined the powers of the Federal Public Service Council in reforming the legal system of public employment, as well as the obstacles to exercising those powers.
The thesis concluded with several recommendations, the most important of which are:
- The Iraqi legislator should reconsider the wording of Article Three of the Council’s Law in accordance with a logical approach and free it from legislative drafting defects, particularly repetition and overlap, by presenting the objectives in a more organized and clear manner.
- The legislator should establish clear criteria for determining incompetence and lack of integrity, on the basis of which the Chairman, Vice Chairman, or any member of the Federal Public Service Council may be dismissed. The law should also specify the legal consequences of such dismissal, including potentially barring dismissed officials from holding public positions again, similar to the consequences of dismissal as a disciplinary penalty under the amended State Employees’ Discipline Law No. 14 of 1991.
At the conclusion of the discussion, the Chairman of the Federal Public Service Council presented letters of appreciation to the members of the discussion committee and the researcher, in recognition of their academic and research efforts and the importance of the subject addressed by the thesis.
